Abstract

The absence of urban planning in São Paulo City contributed to destroy most vegetal covering, due to irregular settlements
even in protected areas. These green areas are regulators of environmental balance with a direct interference in the population quality
of life. By means of a bibliographic and documental survey and also an interview with the Consultative Council of an Environmental
Protection Area of the east zone of São Paulo, this study investigated the problems and analyzed the actions of the Consultative Council
and the other social actors concerned, as well as the purposes and the actions undertaken for solving the detected problems.
